Added json and jsonc config files in MANIFEST.in

Added json and jsonc files to included data types in setup.py

Fixes problem with default config files not shipping with the pip install.

This release fixes the system and unit tests.

- They now are robust to relative pathing.
- They now run on linux and mac.
- They now are tested on python 3.6, 3.7, 3.8.

Rolled back numpy version to 1.16.5 .

The spatial dimensions parameter was throwing an error when a range or array was passed in the configuration file.

This issue is now fixed. Consistency check thrown when parameters lie outside of minimum value in dimension array.
