What's Changed

Following https://github.com/numpy/numpy/issues/24300 , the version bound for numpy is set to be pessimistic about compatability with numpy 2.0. This should have no effect until the release of that version.

Version 1.0.0 only removes support for python 3.6 and python 3.7.

Fixed opening of filestreams so that mode is guessed correctly.
