Update code and requirements for Python 3.12

- If "stringified_fields" is already part of the log record, it is now not added to in string form again. (E.g. if the filter is called twice)

- Fixes type error on logging extra fields

Breaking changes:
* Changed signature of init_logging to add additional support for toml files and jinja templating
