Seafog

- Update daytime fog detection algorithm.
- Fix the bug of wrong import in `__init__.py`.

Sync code from upstream, here are changes:

- Download himawari data with multiple progresses.
- Update the root url of GOOS SST data.

Open source all of seafog's code.
