There aren't any code differences here, but the packaging workflow has been updated to build with mesonpy so we can now target newer Python releases.

The old code was written with an early pyproject.toml that no longer works. Additionally, it targets some features that have been deprecated in recent scipy. These have been fixed, and we're now automatically building/testing for versions 3.7, 3.8, 3.9, and 3.10.
