Fixed Astropy import error.
Documentation updates, including CTESTIS parameters and guide to defringing subarray data.

Fixed minor dependency issue for `stistools.defringe.mkfringeflat`.

Added STIS/CCD defringing tools, ported from PyRAF `stsdas.hst_calib.stis`.
