Increase tolerance for considering two polygons to be identical - see https://github.com/spacetelescope/stsci.skypac/pull/66 for more details.

Fix deprecation warnings from `numpy` due to use of `numpy` aliases to fundamental Python data types.

Fixes a bug introduced in `1.0.6` by essentially reverting that release. Continue using `stsci.tools.bitmask` which can be patched for improved compatibility with `numpy 1.21.*` sooner than `astropy.nddata.bitmask`.
