Small fix for quality metric calculations:

- isi violation ratio conversion fix
- fix isi violation counts binning

Minor debugging.

- Fix bin slicing to account for floats in half_time_window
- Pair assignment fix
- Import library update for synaptic strength data calc
- Debug latency calculations to account for time between bin centers
