Timeseria

This release fixes some inconsistencies in the behaviour of the time series resolution attribute and some bugs in plotting forecast evaluations for image-based plots, in loading the data_loss index from CSV files and in automatically setting the evaluation steps for window-based forecasters. Other minor fixes are provided as well.

This is the first stable release of Timeseria. Interfaces are well defined and major bugs fixed. Performance improvements are still required, and will be rolled out as minor or patch version updates.
