Remove version argument during build

Fixes for building locally using the PyPI source bundle

Backwards compatibility for `torchaudio<=0.11.0`

Added support for `torchaudio v0.11`.

Audio quality issues are now a thing of the past! The new `hop_length` argument allows for less distortion when pitch-shifting.

Changed the order of timestretch and resample operations to hopefully improve quality.
