Initial development release
Implements support for most of Cylc syntax elements.
> ⚠️ The API (parse tree produced) is still susceptible to changes.
Yet to be implemented:
- ISO 8601 datetime parsing _(incomplete)_,
- ISO 8601 duration parsing,
- Cylc recurrences parsing _(incomplete)_.
