fix workflow issue

- bump allowed python version to >=3.8,<3.11
- add formatting script, upgraded libraries
- rewritten cdist brute algorithm to run a bit faster in batches
- breaking changes - renamed files with algorithms, imports in __init__
- first version >= 1.0.0 since it is in production

- scipy version from 1.6 to 1.7
- some other libs are now updated
