Tweet-suite

The software is now revised so that instead of a single pull of data it can update daily with tweets that have occurred since this last collected tweet.
As well as the daily updating there is a new table `matchedplaces` in the database which will automatically run the geo-location algorithm against the Welsh boundaries dataset and guess which local authority each place belongs to.

This version of the collector was used to collect historic tweets from Wales.
After this tag, the code was revised to do daily updates to the database.
