Upgraded imported modules and move to support Python 3.8 -> 3.10

Digest authentication (with plain-text dictionary checker) is now working.
Unix username/password checker working on Linux with Basic Authentication

While still a pre-release, the default API access interface is starting to shape up to where I think it will go in the future. After some additional testing in an actual project and some additional work on other authentication methods, it will probably change, but hopefully in a slower and more predictable manner.

Test coverage is improving and this is a quick release before first refinement of API resource and setup of default access permissions on an IResource
