Typing-copilot

Initial release of `typing-copilot`. Includes the `tc init` command, which creates the strictest possible `mypy.ini` such that the codebase still passes `mypy` tests, optionally with the `--overwrite` flag to overwrite an existing `mypy.ini` file.
