Support specifying base GCS bucket path environment variable that gets appended to all content written to the GCS bucket.

Prior to this update, responses were being written to the GCS bucket as python dictionary strings rather than JSON. This led to issues reading cached responses. Now all cached responses are saved as JSON dumps.
