Coco-tools

This version of coco-tools adds minor fixes to decb-to-b09
* decb-to-b09 will no longer try to pre-initialize variables that are dimmed
* decb-to-b09 now handles programs that start with blank lines

Fixes an infinite loop caused by if-else if-else statements.

This provides a major update to decb-to-b09. Some of the new features include:
* Most CoCo 3 drawing commands are now supported.
* The PLAY command is supported
* IF-THEN-ELSE constructs are supported
* Many edge cases such as unterminated string literals are supported.

This version of coco-tools introduces `decb-to-b09`.
* This utility converts Microsoft Color BASIC programs into Basic09 programs.
* It is a best effort conversion - some minor editing will typically be required to get a working program.
