Simplicio-loop

- Fix release-manifest loading for installed Loop stacks.
- Align the published package version with all release surfaces.

- Verify the installed Mapper executable, artifact digest, capabilities and protocols in
`simplicio-loop-stack --check`, with stable fail-closed reason codes.
- Keep the Loop stack fallback version inside the canonical mechanical version-sync command.

- Add `setuptools>=77` to the `dev` extra so the declared development
environment can collect the full test suite consistently.
- Keep local release validation aligned with the package build requirements.

- Make `simplicio-loop-stack --check` prove the mandatory Mapper and Dev CLI
dependency declarations, package-owned entrypoints, and `PATH` resolution.
- Align the release train with `simplicio-mapper` 0.26.26 and its direct dependency floor.

- Accept canonical Runtime event envelopes and repository manifests in the release train.
- Emit the canonical `UserPromptSubmit` route decision and keep all release surfaces in lockstep.
- Restore the canonical skill source tree and synchronize the plugin and bundled mirrors.
- Align macOS AF_UNIX, opaque fencing-token, Hub IPC, and hermetic release-gate contracts.

- Publish the latest `main` changes, including the current skill and operator-flow surface.
