Fix the Postgres connection string.
Resolved the issue of HOME environment variable for Windows Platform. Now should work for both Windows and Linux.
Fix the version of the Python packages version involved including the dependent packages.
Update the default Python version to 3.9 for CircleCI testing.

Resolved issue of boto3 logger and bump the version to 1.0.3
Boto3 logger was in Debug state and was sending key and values of secrets to console.

Updated readme for incorrect installation statement and included license file.
