Hdx-cli-toolkit

The interaction between the `query` and `organization` keywords in `list` and `update` commands was not described correctly. Basically if `organization` is defined then `query` is ignored. In either case dataset_filter is used. Updated the owner email.

In this bugfix release:

1. Added pinning of the `hdx-python-api` library to 6.3.1 so that the API key check worked reliably.
2. Added a `--version` command to the base `hdx-toolkit` invoked with:

`hdx-toolkit --version`

3. Added instructions for updating `hdx-toolkit` in `pipx` basically:

pipx install --force hdx_cli_toolkit
