In this bugfix release:

1. Added pinning of the `hdx-python-api` library to 6.3.1 so that the API key check worked reliably.
2. Added a `--version` command to the base `hdx-toolkit` invoked with:

`hdx-toolkit --version`

3. Added instructions for updating `hdx-toolkit` in `pipx` basically:

pipx install --force hdx_cli_toolkit

This version allows key specifications for the `list` command to be nested i.e. to access the name of an organization with `organization.name` or the names of a list of resources with `resources.name`. Currently the key depth is limited to 2 (i.e. `resources.name.another_key` would not be allowed)
