In this bugfix release:

1. Added pinning of the `hdx-python-api` library to 6.3.1 so that the API key check worked reliably.
2. Added a `--version` command to the base `hdx-toolkit` invoked with:

Currently the key depth is limited to 2 (i.e. `resources.name.another_key` would not be allowed)
