This is a quick bug fix release - as a result of other work we identified that the error handling had been broken during refactoring and this is a fix for that issue.

This release provides undo functionality by allowing the `update` command to output the changes it has done to a file which can be consumed with a subsequent update command with an `undo` flag.

This release adds a `download` command which will download the resources of a specified dataset.

Purpose of this release is to fix a bug in the initial release and test the release/publish process.
