Full functional Python version of PSD Signal Detection via the Adaptive Multitaper Method

- create a power spectral density (PSD) with a user-defined bandwidth
- perform a background fit of a bending power law, single power law, or white noise solution on a default/specified frequency interval
- Use either the F-test, the gamma-test, or "both tests" to identify signals above a specified confidence level

Up-to-date package with use new algorithm for initializing the spectral slope guestimates for the BPL and PL PSD fit. Specifically uses a five-point average instead of single points for calculation.

Current up-to-date beta-version that does all the Periodic Detection via the adaptive MTM.
