各リソースをダウンロードする以下のコマンドを追加しました。

* task download
* input_data download
* annotation download
* task_history download
* task_history_event download
* comment download

Deprecation Schedule
* 2022-07-01以降に、`project download`コマンドを廃止します。`project download`コマンドだと、名前からどのようなファイルがダウンロードできるのか想像しにくいためです。替わりに`annotation download`など、各リソースのダウンロードコマンドをご利用ください。
