Asitiger

This version includes new unit tests which cover most things except for the actual serial communication. It includes some updates to the CI workflows for testing and release publishing as well.

This version has an updated README with some more examples, a better `move_relative` method, and some entirely-new methods:

- `disable_axes`
- `enable_axes`
- `halt`
- `motor_control`
- `secure`
- `set_plate_lock`

Removes the non-ASCII characters from the README because pip really doesn't like them for some reason.

The initial release of this package.
