Feature release:

- Move to subcommands for CLI actions
- `attribution generate` will now generate the CHANGELOG content
- Can pull project name from pyproject.toml (`tool.attribution.name`)
- Added `tag` command to bump `__version__`, generate commit, changelog, and tag
