Binpickle

This release is primarily to test the new publication workflow.

This fixes a bug in the new flag handling where finalizing a binpickle file overwrote the flags.

Second pre-release on the path to 0.4. Mostly adds typechecking improvements, along with "flags" to make it easier to inspect BPK types.

This is a pre-release with the new BinPickle Format Version 2 and streamlined dependencies.

This fixes tests to work with the current version of Hypothesis.
