Fixed a variety of bugs mostly related to the can message argument being passed in as a serialized CANMsg rather than a raw bytestring.
**Features and Bugfixes:**
* Modified `devices.json` config to carry a list of interface names as well as now configurable stale/dead timeouts
* Moved the delgation of stale/dead timeouts from `CANMsgTable` to the `MagicCanBus`
* Fixed SDO parser to interpret incoming message as an array of int's instead of a bytestring
* Fixed PDO parser to interpret incoming message as an array of int's instead of a bytestring
* Added the TIME parser
**Unit Tests and Utilities:**
* Added EDS files to test against
* Modified SDO/PDO/HB/SYNC spec files to use array of ints as the data object instead of raw bytestrings
* Removed the mock CFC/Oresat Live/etc. since it's easier to just use SocketCAN instead
