Release project on pypi.

This release is functionally identical to the 0.2.0 release. The patch version was bumped as we refined the release pattern via CI.

test release for ci publish to pypi

This release prepares the project for public consumption and installation. Improvements include:

* python >=3.8 is supported
* improved figure generation handling and readme examples
* updated CI to test our minimal install, updates, and code formatting.
