Cloudwatch-to-graphite

- add basic elasticache support
- some minor packaging changes

- Add region support to plumbum
- Add some better docs to plumbum

- add undocumented plumbum utility to help make config files
- handles missing config file better

- 'metrics' is now 'Metrics' in the config yaml
- you can control your auth from the config file now (though you shouldn't)
- better options support
