Csv2bufr

Minor update, ecCodes to v2.27 and default BUFR tables to v38

Bugfix release to remove further GeoJSON artifacts as well as fix versioning.

Update to remove geojson

Initial working release of csv2bufr. This release includes:

- Python package for converting CSV data to BUFR format based on the ecCodes software library
- mapping specified in JSON file allowing flexible configuration
- CLI utilities
