1. Upload to [PyPI](https://pypi.org/project/cualgo/)!! Enjoy install it via `pip install cualgo`.
2. Hide dependency of cmake. (You don't need to install CMake by yourselves)
3. Enrich README and add performance, install steps, and sample codes
4. Fix compiler issue on Windows

This is the initial version which contains only all cuda-accelerated implementations.
Will upload to PyPi soon so that user can simply apply `pip install cualgo` to get what you need!

Besides, the next thing we'll do is to cover these implementation by unittest.
