Cwlformat

Relax ruamel.yaml requirement to work with [sbpack](https://github.com/rabix/sbpack)

1. Change field ordering: `cwlVersion` comes before `class` (see 15)
1. `cwl-explode` now adds `!` line to top of exploded steps.

This is the inaugural release with all basic features implemented.
