NOTE: This release has no functional changes from 1.3.0. If 1.3.1 breaks your build for any reason then please open an issue and pin your build to use 1.3.0 until the issue is resolved. The only purpose of this release is to notify folks that new features will no longer be accepted. Security patches and bug fixes are still welcome, though.
