Danspeech

This is the first release of DanSpeech.

This release includes language models.

The language models will now be downloaded upon usage.

This release gives us a way of referencing download paths to models in the code, so we can release the final version of DanSpeech.

Since we are updating this repo to use an argsparser, this release is constructed if any people depend on old structure
