- moved data dependencies under RefineM package to allow pip install.

- improved consistency of the command line options
- fixed bug with method used to identify location of DBB data files (gc_dist.txt and td_dist.txt)
- continue to improve support for arbitrary bin names

- removed restriction on requiring a specific format for naming bins
