Deepcell

This is a release of the initial tracking code used in the publication "Accurate cell tracking and lineage construction in live-cell imaging experiments with deep learning" (https://doi.org/10.1101/803205).

Tracking code and utilities will be moved over into this repository in future releases, and `deepcell-tf` will eventually use this project as a dependency.

This is the initial release which migrates all the pre- and post-processing functions used in `kiosk-redis-consumer`.
