Fixing various issues in v2.1.2 that prevented it from being uploaded to PyPI.

New feature `remove_version` added. Test suites are fixed for `deprecat.classic`. will fix things for `deprecat.sphinx` later, although they're minimal string problems and things seem to be fine.
