Deriva-qt

Minor feature and bugfix release.

Minimum Python3 version required is now `3.6`.

This release synchronizes with release `1.3.0` of [deriva-py](https://github.com/informatics-isi-edu/deriva-py). It also sets the minimum required version of `deriva-py` to `1.0.0`.

This release is simpy a version-number sync with the corresponding PyPi release of [`deriva-client`](https://github.com/informatics-isi-edu/deriva-client).
