Dip

* Update `--help` message

* Add option to continue w/o upgrading when local config diverges from remote

* Remote-connfigured CLIs now prompt when the remote diverges from the local configuration.
* Use the `--sleep` option to provide a time to sleep instead of prompting.
* The `--sleep` option must now be provided alongside the `--remote` option or an error will be thrown

* Added `dip upgrade` to CLI to upgrade git-configured apps

* Added `dip config --edit` option to edit settings in `EDITOR`
* Bugfix to `install`

This is a **destructive** update.

The settings for `dip` have been completely re-written and are stored in a new file, `settings.json`. Previously installed CLIs will need to be re-installed.

The location of this file can be overridden using the `DIP_HOME` environmental variable.

The default `PATH` location for installed CLIs can be overridden using the `DIP_PATH` environmental variable.
