Prior to this version a user could get a 404 when uploading a new project due to the project not being consistent.
Changes here will display the message `Waiting for project to become available for uploading` if the project isn't ready to receive files during uploading. The program will wait until the project is ready for uploading. Depending upon system load users may or may not see this message.

Always creating new projects bug
Fixes a bug where users with > 100 projects would always upload to new projects.

Faster project delete
Speeds up deleting a project by not unnecessarily fetching the project contents.

The `deliver` command by default creates a copy of the project being delivered. ddsclient will now create provenance records containing details of the copy operation.
When sending to the external data store and ddsclient receives a connection error it will recreate the http session and wait 1 second between up to 5 retries.
