Package adjustments for publishing on Conda-Forge

Enforce Python 3.10 minimum version in 'setup.py' package file for correct pip installation.

**New database module**
1. Improved memory and speed for database generation;
2. Intermediary yearly processed files saved before database final compilation;
3. Flake8 and Dark code style;

Release Notes:
1. CPU Power limitation;
2. Only updated CVM files will be processed after first database run;
3. Remove duplicated accounts found in CVM files;
4. Codebase refactored using Pandas method chaining: "_Effective Pandas: Patterns for Data Manipulation_" by Matt Harrison ;
5. TAX_RATE class attribute changed to object attribute.
6. Since FinLogic initial release target was Python 3.10+, codebase will be refactored to pure Python 3.10.
