- Fix send_message for tg cleient

- Fixed bug with different templates on for the same event

- `.rar` archive uploading added
- Archive available structure updated
- `set_wait_state` action added to notify list in admin

- `read` and `read_all` endpoints added

- System notifies view added (see `Readme.md`)
- `is_read` field added to `SystemNotify`.

- For the operator `web.szk-info.ru` fixed OK answer, the request is now sent over https.
- For the `web.szk-info.ru` operator, all the necessary fields are displayed in the admin panel.
- Now you can send test notifications from the template for: SMS, CALL, EMAIL, PUSH.
