Allow foreign characters processing.

Temporarily disable social media push interaction on data import

Patch fixes duplicate projects listing in the list of all (with and without data imports) projects.

Release adds loader for actions, where a lot of data might be processed resulting in a few seconds the window being unresponsive.

Also, CSV import has been improved:
- CSV is recognised on Windows machines with Excel installed (where content type changes)
- data properties are now correctly imported even with non-standard CSV header
