Fixes ps:observer argument parsing.

Downgrade cryptography to remove dependency on rust

Adds multi-factor authentication

Changes the name of most commands to better match the Heroku CLI which customers are used to.
Most old commands are preserved as aliases for backward compatibility, but a few have been removed like `gigalixir distillery` which complicated the code and was not used much.
