Homogeneous-segmentation

Added `Minimize Coefficient of Variation (MCV)` and renamed exported functions to `segment_ids_to_maximize_spatial_heterogeneity()` and `segment_ids_to_minimize_coefficient_of_variation()`. Parameter names changed, and some parameters were removed.

First release of python port. Partial implementation only. Only `hs(..., method="shs", ...)` is working and tested.
