ignorer 1.0.3 fixes a bug where ignorer, when invoked with the `--license` option, would attempt to open a file that did not exist. Additionally, ignorer's Homebrew formula now declares an unconditional dependency on Python 3.x, as recommended by the [Homebrew documentation](https://docs.brew.sh/Python-for-Formula-Authors#python-declarations-for-applications). (Previously, it declared a dependency on Python 3.10.)
Version number 1.0.2 was skipped due to limitations imposed by PyPI.
