Isimip-qc

* Use `ArgumentParser` from [isimip-utils](https://github.com/ISI-MIP/isimip-utils/)
* Add `init_settings` function, to make the tool usable by scripts and notebooks

This release enables the tool to at least check file name patterns for non-NetCDF files, e.g. CSV
* match file before opening and skip opening non-NetCDF files
