Release notes
- To improve spacecraft stability, the field positions for Campaigns 11, 12, and 13 have changed very slightly. Their roll increased by +0.16, +0.12, and +0.16 degrees, respectively.
- The C9 microlensing superstamp has been updated following the latest definition, as delivered by Radek Poleski on 25 Jan 2016.
- Various minor bugfixes, e.g. added support for older versions of AstroPy (issue 12).

- Bugfix: recent versions of `pip` automatically turn command-line tools into lowercase. All command line tools have hence been changed into lowercase in `setup.py` and `README.md` as a workaround.

- Adds a `K2inMicrolensRegion` command-line tool and API to verify whether an object is inside the special 3-megapixel superstamp that is allocated to the K2 Campaign 9 Microlensing experiment. Note that the C9 superstamp region defined in this version is preliminary however. (See 11 for details.)
