Klocmod

There is no changes in functionality. But the module now supports and tested with only more recent versions of Python (3.8-3.11) and uses updated and secured dependencies.

Upgrades the dependency on PyYAML to fix the vulnerability (see 1 for more information).

Optional support for localization files written in YAML. Requires an extra dependency: the *PyYAML* library.

The first public alpha version that is already used in my own project [textUtilsBot](https://github.com/kozalosev/textUtilsBot).
